what is the difference of a shop and a small business (service business)?

Or it could be a category used by the general public, small businesses owned by a single person or a couple of partners, that does business worth less than $5million (or $10million or whatever) per year.They tend to be privately held (owned) rather than publicly traded.A local builder/developer had a small business building homes and condos. It did about $5-6million/year. Then he bid on bigger developments (no longer a "small business"). Then he took the company public (definitely a large corporation).
